HERDSMEN VERSUS FARMERS: THE REAL ISSUE AND THE WAY FORWARD

Introduction
For years, different stories, theories and scenarios have been told, propounded and created with regards to the problem of Herdsmen and farmers all over Nigeria; so much that it has become attracted the international community. They leave the community they have visited with their arms in disarray, mourning and weeping. Even in the face of the sorrowful and pitiable state they leave the community in, the government seems not to care. While the Federal Government of Nigeria through the Secretary to the Federal Government and other personnel (of course with the exclusion of President Buhari) has maintained the stand that the Herdsmen are immigrants from outside Nigeria and not of Fulani tribe, some others like Femi Fani-Kayode, Chief Olu Falae and a larger extent of farmers (my area inclusive) are of the view that these rampaging herdsmen are of Fulani ancestry. This piece looks into the activities of the herdsmen in Nigeria, decries these activities and then  suggests solutions that may check the evil from running into bigger mess.

The Issues:
One can imagine the pains of a farmer who, having concluded all pre-farming and post-farming processes, awaits the time of harvest only to be shocked by the action of the denizens of the underworld called herdsmen, who lead their cattle into the farmlands with a singular purpose of destruction. It is very saddening that one's weeks of labour come crashing in less than 30 minutes. It is worthy of note that the soles of the feet of these animals as they move are more than enough to wreck havoc on farmlands and more so, due to the farming system in some areas, especially where there are only but foot-paths leading to and inside the farms, it is imperative that the cattle, must have to mash the crops, considering their numbers and the just one or two herdsmen, who got their back.
But then what is the real issue? Why the attacks in the first place? There appears not to be a definite answer in this regard. There are claims and counter claims arising from different groups. Thus the farmers argue that the cattle damage their crops. A farmer's hope thus dashed, he eats agony for meals and then may resort to self help either by slaughtering the cows or poisoning them as he sees these as the only solution that he has in the face of such senseless and wanton destruction of the crops he sweated upon to plant. Just days ago, an Hausa farmer posted pictures of his farm that was destroyed by cattle. His questioned the rationale behind terming youths lazy. The same rationale that would ask the youths to go back to the farms, but then only for cattle to do what they do best – destroy!
But then the Fulani herdsmen argue that they are being attacked by the community and that their cattle have been stolen on a countless number of times. They contend that they have made complaints to relevant authorities but to no avail.  To this effect, they take up arms in defense of themselves. But then it becomes unfortunate that many lives have been lost in this debacle.

In order to understand the evil and the extent to which these herdsmen have gone, we need to understand their place in the world. Thus the global Terrorism index in 2015 ranked Fulani militants the fourth deadliest militant group in the world. And according to Institute for Economics and peace, the Fulani militants killed about 63 persons in 2013, about 1,229 people in 2014. Of course these killings continued even this year. And their most recent attacks this year is that of Ossissa Community in Ndokwa east Local government Area in Delta State, and those of Ugondo, Turan and Gabo Nenzev of Logo Local government Area in Benue State. We are also aware of their attacks in Enugu state.

WHY DOES THE ATTACK PREVAIL?
It is then not surprising why these attacks keep increasing by day and unabated. It is then very important that we list some factors which contribute to these attacks. First is the lackadaisical attitude of the security personnel. They do not take these attacks seriously. This is confirmed by the late response from them. We are not unaware of the allegation trailing Agatu attack, where the police got Intel of the situation but because their hands were tied by some power blocs above, they couldn’t foist the attack.  Another factor is the indifferent attitude of the government. They have failed to put preventive but pragmatic measures to check these excessive attacks. Thus this attitude exposes the Nigerian government, as insensitive, who has interest only in repairing the damages rather than prevention. Moreover we see ethnicity as another factor that keep this anomaly unchecked. Thus, if the federal government decides to take harsh action against these herdsmen, you will not be surprised to see some elders from Fulani extraction condemning the government. Worse still, some of them may go to the extent of wrongly advising the president, telling him that things are not really as bad as the media paints it. Furthermore, we see impunity as another factor. The fact that the government has seeming soft spot for them is enough encouragement. The herdsmen always believe that they would go unpunished after all, that their ‘Ogas-at-the-top’; the real owners of the cattle got their backs. Finally we see bad orientation of the Fulani herdsmen as a factor. They have this mind-set that their cattle worth more than the lives of men. Thus, they go extra-mile to secure them.
It is discovered that these herdsmen use sophisticated weapons. And not just that they kill, they also kidnap. The recent attacks on Catholic priests and different other reported and unreported attacks on innocent citizens without provocation has raised so many ethical and political issues.
  1. The issue of the real identity of the herdsmen. The question is, if these men are not Fulani herdsmen, who are they? While the farmers and majority of other stakeholders have taken the stand that these marauders are of Fulani extraction.
  2. The issue of indifference of the government.  It is not clear if these herdsmen are Fulanis, or Boko Haram or even foreign immigrants. Whichever, why has the government of the day not done anything to arrest these illegal immigrants and elements of Boko Haram? The President and the Presidency seem indifferent to this debacle. The press releases of the President, most especially in that of 1st October, the only mention of herdsmen was in the paragraph where he just subtly mentioned "herdsmen vs farmers" while he cast endless aspersions on the Niger Delta militants. Why has the President not made a nationwide broadcast condemning the actions and activities of the herdsmen?

  1. The issues of acquisition of arms. One wonders from where the herdsmen get the sophisticated weapons? Are there some hidden agenda or conspiracies hidden from the glare of the public?

  1. The issue of misplaced value. Is the life of cattle more important than that of a Nigerian? Apart from these ethical and political dimensions listed above, there is also economic dimension in terms of the effects of the unchecked attacks of the Fulani herdsmen. They include Loss of investors, Reduction of crop yield, Loss of lives and properties, and Destruction of buildings

SUGGESTIONS
In order to find lasting solution to this situation, this piece suggests a few ways out of this problem. Firstly, this piece agrees with much suggested view on the establishment of cattle ranches across the northern part of the country as this will put paid the senseless killings of innocent people in cold blood and the destruction of farmlands.

Secondly, the government has to firstly, in a clear and strong worded national broadcast condemn the actions of these herdsmen and then go extra miles in arresting the herdsmen and then, unmasking the true identities of the Cattle owners, and either prosecute them or depot them (assuming it is true that they are not Nigerians).

Thirdly, there is need for the government to secure the border. This comes on the heels of the allegation that the perpetrators aren’t Nigerians. if this is the case, the government should fasten their belt and tighten up the border policy against the foreigners who come to Nigeria to kill and destroy.

Furthermore, there is need to recreate or deconstruct the minds of these herdsmen. They should be taught that life is sacred and that no amount of love they have for their cows would surpass the value in human person.

Moreover, there should be adequate laws that will deter the encroaching on farmlands by herdsmen. This in connection with the first suggestion would go a long way in putting these attacks to a dead end.

Finally and most importantly, there is need for negotiation between host community and Fulani herdsmen. This meeting will establish working modalities that would guide the affairs of both the herdsmen and the communities they settle.
If these suggestions are seriously considered by government and relevant bodies, we believe that things will work out for the better. God bless Nigeria!

Orumba Traditional rulers shuns Mr. Willie Obiano

The Dr. Tony Nwoye Campaign Organisation has praised the courage of the traditional rulers in Orumba North who recently refused to welcome Governor Willie Obiano during his recent campaign visit to the area to protest his failure to carry out projects in the area.
The Nwoye Campaign said that the failure of the governor to carry out any project was despite the flow of N4.137 billion as statutory allocation for Orumba North in the period Obiano has been in power.

Noting the forthrightness of the Igwes, the Nwoye Campaign said that the traditional rulers had shown themselves to be elders who have put the interest of their people above any other consideration.

In the statement signed by Barrister Nonso Madu, the Nwoye Campaign charged every stakeholder with the interest of the state to show similar courage by giving Governor Obiano a red card on polling day.

“What the Igwes of Orumba North demonstrated when Willie Obiano came visiting was a great act of courage reflective of traditional rulers who have the interest of their people at heart.

“Many who are faint hearted would fear for their crowns or be carried away with the champagne that our governor is now using to entice voters. Earlier this year the Pope told Die Zeit newspaper: ‘We must consider if ‘viri probati’ is a possibility. Then we must determine what tasks they can perform, for example, in remote communities.’

Gov. Willie Obiano of Anambra on Thursday reiterated his commitment toward completing the Anambra International Airport City project in a record time.
Obiano gave the assurance when he inaugurated his re-election campaign at Otuocha in Anambra East Local Government Area of ahead of the Nov. 18, governorship election in the state.
He assured the people of the area that the airport city project would not only create jobs and other economic activities in the area, but also in the entire state and the South-East geo-political zone.
The governor said his administration was presently constructing major roads leading to the oilfields at Enugwu-Otu as well as the Orient Petroleum facility.
He, therefore, urged the people to have faith in his government’s ability to secure better living condition for them.

“A vote for any other political party will return the state to the dark era of political godfatherism and anarchy,” Obidigwe said.
The Senior Special Assistant to the Governor on Finance, Mr Tony Olih, also pledged his support for the re-election of Obiano.

Politics: Mr Peter Obi claims not to have chosen the present Gov; as his successor

Former Governor of Anambra State, Mr. Peter Obi on Wednesday opened up on the circumstances that led to the emergence of Chief Willie Obiano as his successor, instead of the current flag bearer of the Peoples Democratic Party (PDP), Oseloka Obaze.

Addressing a mammoth crowd of state chapter of Southeast/South South Women of Substance group at the PDP rally in Ezinihite, Aguata Local Government Area of the state, Obi disclosed that issues arose within the fold of All Progressives Grand Alliance (APGA) following the refusal of the party's former National Chairman, Chief Victor Umeh to accept the candidacy of none of the three aspirants brought out to replace Obi.

He said the candidates were: Obaze, Hon Chinedu Idigo and Dr. Chike Obidigbo.

According to him, “Umeh, in an effort to ensure that neither of the three aspirants emerged candidate of the party, disqualified all of them.

“For the interest of peace in our party, we accepted his decision and started campaigning for Obiano.

“Obiano came in and did nothing in four years. If he had done some work, it would have spoken for him without him making noise about it. Somebody that didn't do anything in his first tenure, in his second tenure he will go to sleep.

“I said it when we were campaigning for Obiano at Nnewi that if he fails to work, I will lead the campaign to oust him and that is what I am doing.

“I don’t have issues with Willie Obiano, he is my friend but I have problem with Governor Willie Obiano. We need to put a person that would work for the benefits of Ndi Anambra, that is my interest. Anambra needs capable hands to move it forward. The selling point in politics is work, when you work your work will speak for you.

“If Obaze works well as governor, people will hail him anywhere he goes the way they hail me now.”
Speaking at the campaign, PDP standard bearer Obaze said that he has come to right the wrongs of the present government of Obiano saying that he (Obiano) was a bargain gone wrong.
He said he would work towards a thriving government by dedicating 26% of the state budget to education, place people of 75years and above who have not worked before on monthly salary of N5,000 among others.

Anxiety grips banks over Nov. 3 deadline for BVN
Banks were gripped yesterday by the fear of a major liquidity crisis should the government pull out funds belonging to customers without Bank Verification Number (BVN).  The deadline given by the court for such customers to lose their cash is tomorrow.Justice Dimgba Igwe of the Federal High Court, ruling on an ex parte application filed by the Federal Government through the Office of the Attorney-General of the Federation on October 21, granted the temporary forfeiture of such cash within two weeks unless the owners justify their ownership of such accounts.

There has been confusion over the status of such funds after the 14-day deadline.

The Nation learnt yesterday that the Central Bank of Nigeria (CBN) might, at the expiration of the deadline, compel the 21 commercial banks to provide a status report on non-BVN-linked accounts in their books. When that happens, banking sector liquidity may suffer as lenders begin to return un-linked funds to government coffers.

The Vice-President, West African Pan African Lawyers Union (PALU), Emeka Obegoru, said if  there was no suit challenging the court ruling, the banks will have to produce a full list of their customers without BVN.
He said failure to comply meant the banks will have to tell the court why they could not produce the list.

Director-General of the West African Institute for Financial and Economic Management (WAIFEM) Prof. Akpan Ekpo agreed with Obegoru. He said  if neither the banks nor individuals complained and the timeline elapsed, the government must find a way to get the funds from the lenders.He disclosed that many people with skeletons in their cupboards still refused to enroll on the BVN network because it will expose their illicit financial dealings.

He, however, said it would remain an uphill task for the government to trace the funds, given that the banks are more likely to protect their customers unless whistle blowers give out information on the accounts to the public or the government.Ekpo said keeping money in safe, a practice that does not require BVN, had been a regular practice, and will continue to be an avenue where fraudulent persons keep huge cash in banks’ vaults to evade asset tracers. “I think it will turn a money spinner for whistleblowers as government pressures the banks to get the true position of key accounts without BVN,” he said.Ekpo said lenders could collude with high net-worth customers or politically exposed persons without BVN or accounts not linked to BVN to ensure their financial dealings are not exposed. “How to get the funds out from the banks is going to be a problem for government because chances are that banks will protect their customers. Even if the government decides to raid the banks, genuine customers’ money may be carted away,” he said,Former Executive Director, Keystone Bank, Richard Obire, said for now, neither banks nor civil society groups had challenged the expartethe judgment, hence leaving the implementation of the ruling at the discretion of the Federal Government.
He said where the funds involved were large enough, the liquidity of the banking sector might be threatened as more cash leave to government coffers. “If the funds leave the banks to government coffers, the affected lenders may suffer liquidity challenges depending on the level of their customers’ involvement,” he said.He added that the government may react to the criticisms by being selective in its implementation.

Principal Counsel at Eze & Associates, Chukwuemeka Eze, said when the implementation begins, individuals affected by the policy could challenge it in court. That means the burden of proof will shift to the owner of the money not linked to the BVN. “The person has to prove where he was, and why he was not able to enroll on the BVN network. It will be based on individuals making case for themselves when the timeline expires tomorrow,” he said.
Eze said the banks might escalate the discussion at the next Bankers’ Committee meeting because of the sensitive nature of the matter involved.“When the banks come under serious pressure as the implementation begins, which is likely, they will have to call for a Bankers’ Committee meeting to decide on how to approach the dilemma. But there are still going to be some exceptions, such as Nigerians in Diaspora and those serving long prison sentences,” he said.Eze said the government had to be careful in implementing the court order, as it had the capability of causing economic dislocation. The real targets, according to him, are people who open accounts with fake names to hide fraudulently obtained wealth

Bullet proof vehicles imported into Nigeria... get seized

Officers of the Federal Operations Unit (FOU), Zone A of the Nigeria Customs Service, NCS, have impounded four bullet Sports Utility Vehicles from a house in Ikoyi, Lagos.
According to the Customs, the operation was based on intelligence reports and ownership of the vehicles remains a mystery as nobody has come forward to claim the cars.
Mohammed Garba, the Customs Area Controller, FOU, said other similar vehicles were also seized from car parks around Lagos.
“Our operatives trailed and evacuated 59 assorted vehicles from car marts in Ikoyi among of which over 40 are 2017 models ranging from Toyota Prado Jeeps, Lexus Jeeps, Toyota Hilux, Toyota Camry, Coaster Bus, Toyota Hiace Bus among others currently under detention awaiting relevant customs document from the dealers within a grace of one month,” Mr. Garba said.
“Some are even bullet-proof which require End User Certificates from the Office of the National Security Adviser, NSA.
“We removed these (Bullet Proof) vehicles from a hidden house in Ikoyi while others were gotten from a car park in FESTAC.
“Investigation will reveal further those behind the clearance of these vehicles and (they) must face the full wrath of the law.”
Mr. Garba further said the Duty Paid Value of the vehicles is N1.1 billion (N1,076,895,727), adding that the service would seize vehicles through the court if the owners do not show up within a month.
In a similar development, the unit made other seizures ranging from used tyres, bales of second hand clothing, frozen poultry products and vegetable oil.
Others are 6,206 50kg of bags of parboiled foreign rice, Indian Hemp and two dry containers carrying different items.
According to the unit, the total duty paid value of the seized items is N1,353,617,104 and the seizure was made between October 1 and 31.
